- Between public and private mobility : examining the rise of technology-enabled transportation services / by National Academies of Sciences, Engineering, and Medicine (U.S.).Transportation Research Board,author.(CARDINAL)337261(CARDINAL)346225; National Research Council (U.S.).Transportation Research Board.(CARDINAL)141287;
Includes bibliographical references.Introduction -- Trends and context -- Taxis, regulation, and the rise of transportation network companies -- An economic framework for regulation of shared mobility services -- Labor and employment issues -- Personal security and public safety -- Insurance -- Equity and access -- Conclusions and recommendations -- Online appendixes -- Study Committee biographical information."TRB Special Report 319 analyzes the ways that innovative transportation services--including ridesharing, carsharing, bikesharing, and microtransit--are changing mobility for millions of travelers. Such services could reduce congestion and emissions from surface transportation if regulated wisely to encourage concurrent, instead of sequential, ridesharing. Rapidly growing transportation network companies (TNCs), such as Uber and Lyft, however, are disrupting conventional taxi and limousine services and are raising policy challenges related to personal security and public safety, insurance requirements, employment and labor issues, and accessibility and equity. The committee's report offers guidance to state and local officials responsible for policy setting and regulation of for-hire transportation services in each of these areas. The report also addresses the need for greater consistency in regulations across jurisdictions and calls for TNCs to share more information about the volume, the frequency, and the types of trips they are providing, to allow for informed regulation and planning of transportation services"--provided by publisher.

Includes bibliographical references.This report provides a sketch planning model and regional models to (1) improve the ability of metropolitan planning organizations and transit operators to estimate the probable future demand for Americans with Disabilities Act of 1990 (ADA) complementary paratransit service; and (2) predict travel by ADA paratransit-eligible individuals on all modes, not just ADA paratransit. All model parameters and coefficients are contained in this report and a fully implemented version is available on the enclosed CD-ROM, CRP-CD-121. This report will be of interest to regional, state, and federal agencies that oversee, plan, or finance public transportation; public transportation systems that provide ADA complementary paratransit services; and advocates for people with disabilities.Research sponsored by the Federal Transit Administration in cooperation with the Transit Development Corporation
