American psychosis : how the Federal government destroyed the mental illness treatment system / by Torrey, E. Fuller(Edwin Fuller),1937-author.(CARDINAL)124130;
Includes bibliographical references (pages 169-193) and index.Joe Kennedy: a man with problems -- Robert Felix: a man with plans -- The birth of the federal mental health program: 1960-1963 -- The short, unhappy life of the federal mental health program: 1964-1970 -- The death of the federal mental health program: 1971-1980 -- The perfect storm: 1981-1999 -- Dimensions of the present disaster: 2000-2013 -- Solutions: what have we learned and what should we do?"In 1963, President John F. Kennedy described sweeping new programs to replace "the shabby treatment of the many millions of the mentally disabled in custodial institutions" with treatment in community mental health centers. This movement, later referred to as "deinstitutionalization," continues to impact mental health care. Fifty years after Kennedy's speech, the author provides an inside perspective on the birth of the federal mental health program. He draws on his own first-hand account of the creation and launch of the program, extensive research, one-on-one interviews with major figures involved in the legislation, and recently unearthed audiotapes of interviews with major figures involved the legislation. As such, this book provides historical material previously unavailable to the public. He also examines the political maneuverings required to pass the legislation, the Kennedys' involvement in the policy and that of other major players, the responsibility of the state versus the federal government in caring for the mentally ill, and how closing institutions has ultimately resulted not in better care, but in underfunded programs, neglect, and higher rates of community violence. In this book the author presents an account of the history and present day failings of our mental health treatment system. As he argues, it is imperative to understand how we got here in order to move forward towards providing better psychiatric care for the most vulnerable." -- From book jacket.

Uncle Rico's encore : mostly true stories of Filipino Seattle / by Bacho, Peter,Author(DLC)n 85035686 ;
"From the 1950s through the 1970s, blue-collar Filipino Americans, or Pinoys, lived a hardscrabble existence. Immigrant parents endured blatant racism, sporadic violence, and poverty while their US-born children faced more subtle forms of racism, such as the low expectations of teachers and counselors in the public school system. In this collection of autobiographical essays, acclaimed novelist and short-story writer Peter Bacho centers the experiences of the Pinoy generation that grew up in Seattle's multiethnic neighborhoods, from the Central Area to Beacon Hill to Rainier Valley. He recounts intimate moments of everyday life: fishing with marshmallows at Madison Beach, playing bruising games of basketball at Madrona Park, and celebrating with his uncles in Chinatown as hundreds of workers returned from Alaska canneries in the fall. He also relates vivid stories of defiance and activism, including resistance to the union-busting efforts of the federal government in the 1950s and organizing for decent housing and services for elders in the 1970s. Sharing a life inextricably connected to his community and the generation that came before him, this memoir is a tribute to Filipino Seattle"--.

Smoking typewriters : the Sixties underground press and the rise of alternative media in America / by McMillian, John Campbell.(CARDINAL)267671;

What caused millions of young people--many of them affluent and college educated--to suddenly decide that American society needed to be completely overhauled? Historian John McMillian shows that one answer to these questions can be found in the emergence of a dynamic underground press in the 1960s. Following the lead of papers like the Los Angeles Free Press, the East Village Other, and the Berkeley Barb, young people across the country launched hundreds of mimeographed pamphlets and flyers, small press magazines, and underground newspapers. New and cheap printing technologies had democratized the publishing process, and by the decade's end the combined circulation of underground papers stretched into the millions. Though not technically illegal, these papers were often genuinely subversive, and many who produced and sold them--on street-corners, at poetry readings, gallery openings, and coffeehouses--became targets of harassment from local and federal authorities. With writers who actively participated in the events they described, underground newspapers captured the zeitgeist of the '60s, speaking directly to their readers, and reflecting and magnifying the spirit of cultural and political protest. McMillian gives special attention to the ways underground newspapers fostered a sense of community and played a vital role in shaping the New Left's "movement culture."--Provided by publisher.

Creating a national home : building the veterans' welfare state, 1860-1900 / by Kelly, Patrick J.,1955-(CARDINAL)211686;
Includes bibliographical references page (203-243) and index.1. The Law of Local Sympathy -- 2. From Voluntarism to Statism -- 3. Establishing a Federal Entitlement -- 4. The Mother Republic -- 5. The National Home and the Experience of the State.Creating a National Home examines Congress's decision to build a federal network of soldiers' homes. Kelly explores the efforts of the Home's managers to glean support for this institution by drawing upon the reassuring language of domesticity and "home." He also describes the manner in which the creators of the National Homes used building design, landscaping, and tourism to integrate each branch into the cultural and economic institution of surrounding communities, and to promote a positive image of the state. Drawing upon several fields of American history - political, cultural, welfare, gender - Creating a National Home illustrates the lasting impact of war on society and the nature of the American state. The building of the National Home marked the permanent expansion of social benefits offered to citizen-veterans. The creation of the National Home at once defined an entitled group and prepared the way for the later expansion of both the welfare and the warfare states.
