Action is required both to counter negative trends and also to take advantage of regional trends that can benefit the EBCI (Eastern Band of the Cherokee Indians) ... Cherokee community members and a handful of outside partners met, over a year in 2014-2015, to discuss the need for accessing lands off-Boundary beyond existing tribal holdings. Their dialogue focused on off-Boundary areas, in the regional "zone of influence," as identified in the recently-adopted Legacy Plan. As the Dialogue progressed, it became clear that it was not enough simply to look at securing any land.
