Includes bibliographical references (pages 27-28).Final report;Three 3-coat moisture-cured (MC) urethane commercial products formulated for protecting new steel (SSPC-SP 10) and power tool-cleaned steel (SSPC-SP 3) surfaces against corrosion were evaluated; the total coating film thickness was about 75 microns. Zinc-rich MC-urethane primers were used for SSPC-SP IO steel surfaces whereas the primers for SSPC-SP 3 surfaces contained zero or a small amount of zinc: the same midcoats and topcoats were used for both steel surfaces. Sealers with film thickness of 25 microns were also studied for any potential effect on coating performance of the coating systems for power tool-cleaned surface. The volatile-organic-compound content of all the coating materials was below 340 g/L. The Federal Highway Administration (FHWA)-developed cyclic testing method was conducted to compare the performance of these coating systems. The test included freeze, ultra-violet light/condensation, and salt-fog/dry-air cycles. An aggressive outdoor marine exposure at Sea Isle City, New Jersey, was also performed for all the coating systems for comparison. A number of physical and chemical properties of the MC-urethanes were examined to study their effect on coating performance. All of the coating systems maintained their total film thickness, topcoat hardness, and adhesion strength throughout the 4,000-h test period. The three commercial products were found to contain different chemical compositions and performed differently. All the coating systems had an adhesion strength about 10.5 MPa. No surface failures were observed on any of the test panels after the 4,000-h laboratory test; however, all of them developed creepages at an intentional scribe (undercutting). The laboratory test results in conjunction with the chemical analysis results suggested that pigment particle size distribution in the primers played a more important role than other factors in the formation of creepage at the scribe. A proper pigment particle gradation improved the coating performance. A chloride concentration of 20 micrograms per square of centimeter on the steel surfaces was found to be significant to reduce the coating performance at the scribe of SSPC-SP 10 steel surfaces; however, the chloride effect was found to be minimal for SSPC-SP 3 steel surfaces. Interestingly, all the scribe creepages increased linearly with the laboratory test time up to 4,000 h. Furthermore, the addition of a sealer to the primer/midcoat/topcoat systems unexpectedly impaired the performance at the scribe on SSPC-SP 3 steel surfaces when compared with those systems without a sealer. On the other hand, a coating system with sealer/primer/topcoat without a midcoat developed severe underfilm corrosion probably due to insufficient film thickness.Sponsored and performed by Office of Infrastructure RD & T.

Includes bibliographical references (pages [65]-67) and index.Hemiphyllodactylus is a genus of small geckos occurring widely, although uncommonly seen, throughout the Indo-Pacific islands and South Asia. These geckos consist of both bisexual and unisexual species. The unisexual species, Hemiphyllodactylus typus, the most widespread of these geckos, apparently attained its Polynesian to Mascarene distribution (invasion) through accidental human transport. The bisexual species have much smaller distributions, geographically restricted to island groups or limited continental areas. Until the early 1990s, most bisexual populations were considered subspecies of H. typus. In the last two decades, herpetologists have regularly used species epithets proposed for the region under their investigation. This resurrection of species names has occurred largely without explanation or taxonomic study. This study examines the morphology of Hemiphyllodactylus throughout its known range, using 13 regional samples, first examining the differentiation of unisexual and bisexual populations and individuals, then the possibility of regional differentiation among the different bisexual populations. Variation and consistency in morphology in and among the regional sample identify the existence of a wide-ranging unisexual species, H. typus, and at least eight geographically restricted bisexual species. Available museum specimens for some regions are adequate to characterize eight bisexual species, H. aurantiacus, H. ganoklonis n. sp., H. harterti, H. insularis, H. larutensis, H. margarethae, H. titiwangsaensis n. sp., and H. yunnanensis. Potentially unique bisexual populations occur in Hong Kong, southern Indochina, Borneo, and Sri Lanka, but samples are too small to adequately characterize these populations. The origins and evolution of the species are examined, and the study concludes with a taxonomy for the identified species.

Includes bibliographical references (pages 361-372) and index."Between 1992 and 1996, the American aerospace community vigorously explored the development of a post-Space Shuttle reusable space transportation system for the United States. This activity included studies by the National Aeronautics and Space Administration (NASA), scientific foundations, and the aerospace industry. Likewise, both the executive branch of the government, through the issuance of a White House Policy Space Transportation Directive, and the legislative branch, though the holding of congressional hearings and budget allocations to NASA and the Department of Defense, were deeply involved in the decision-making process. The new policy direction was aimed toward reestablishing the Unites States' competitiveness in the space launch vehicle development and launch area and in transferring much of this activity to the U.S. aerospace industry. These developments served as the prelude to NASA's single-stage-to-orbit (SSTO), reusable launch vehicle (RLV) program that included the development of three technology test bed vehicles. The first of these vehicles was the DC-XA Clipper Graham, which actually was an upgrade to the original DC-X (Delta-Clipper Experimental) developed by McDonnell Douglas for the Department of Defense and subsequently transferred to NASA at the start of the Agency's single-stage-to-orbit program. The DC-XA Clipper Graham was followed by the X-33, which was intended to serve as a test bed vehicle for the subsequent development of a full-size reusable single-stage-to-orbit vehicle, and the X-34, which was intended as a technology test bed vehicle to demonstrate low-cost reusability and to conduct flight experiments. These were all promising concepts, and prospects for developing a cheap, robust, reusable space lift system to supplant the already aging Space Shuttle seemed assured. But within a decade, such hopes had been dashed-all the more frustrating to program proponents and participants, who had contributed some remarkably creative engineering to support the bold conceptual visions underpinning each of these programs.
